You need Sam Broadcaster, Skype and Stereo Mix on your computer. The rest is simple.

ok so i've got as far as it will pick up my skype

but I can't call people, and it wont pick up my mic on SAM BC

Have you tried the virtual cables method? Not all sound cards (esp. onboard sound) support Stereo mix properly.

I've managed to get it to pick up the other person on skype
but not myself

I've tried VAC, but I couldn't get that method to work either.
