He shouldn't have it. It was to do with the crackable crystals that never got publicly released, so maybe a staff slipped him one somehow?

It was given out during the mystic campaign for coming 1st on the leader board in the quest with the blob.

Yes, it's the only one in the hotel that isn't owned by staff.
