I would like to know what you think it represents.
Lady Justice holds a pair of scales in one hand and a sword on the other. She represents the impartiality with which justice is served (which is why she holds the scales) and the sword signifies the power of the justice system in making a decision for every case. The statue was based on Themis, the ancient Greek goddess of divine justice, which was often represented as holding a pair of scales. It was only in the 16th century that she was shown with a blindfold which means that the justice system cannot be influenced by anyone.

Given the legal aid cuts, you could say that justice is no longer blind but now focuses on who can afford to go to court, so she is effectively now looking for who can afford it. Because of this the sword could represent justice destroying itself now that it/she is no longer blind. The scales technically represent truth and fairness, and how both sides of the case must be equal weighted. As she is no longer blind and is now influenced by who has the most money, the balance has been tipped too far that there is no fairness.
OR
You could take the approach that the judiciary is being influenced by the executor (Government) and the legislator (Parliament) in such a way that the independence of the judiciary is being infringed to such an extent that it is no longer fair (blind with the blindfold), just (the scales) and capable of having the power to effectively do justice, in that it is killing itself.

Without the blind I think it represents what in most cases justice is like in our world. Based on influence when it's supposed to be fair, but it's not so the sword represents how ****** you are after justice fails.
