I'm unsure if this counts as a VPN provider. However, I use Hola for a lot of things, don't know if this is what you're wanting though :p (it's a Google Chrome extension).

does anyone know any apps that provide vpn on ipad? i had hola but it was only a trial they gave me when some people who haven't paid for it have the full version,?

i doubt there's any good free ones, you can get the likes of unblock-us for £3 a month
