Not currently as we would rather see discussion being made via threads/posts. We did have one in the past but wasn't a great success.

Maybe, Staff privilege to have a shoutbox in that forum for dying departments to help encourage applicants.

Staff need to post on the actual forum, not spend their entire time in staff threads. A shoutbox would only diminish some staffs activity further.
