lvl 18 and getting a rune scimmy from a lvl 18 is really good as they cant wield them at that lvl.

Not true , a lvl 18 and CERTAINLY wield RUNE weapons , If they was puer attack. They can get the lvls from quests .. So your statement is UN-TRUE.
