    Well heres a quick guide:

    To actually make a layout you can use such graphics programs as:

    MS Paint
    Adobe Photoshop
    Paint Shop Pro
    GIMP
    Macromedia Fireworks

    In these you can do all sorts of effects and it's quite easy to make a layout and then you get to the bit in which you start using your HTML ( Hyper Text Mark-up Language )

    HTML is whats used to create the webpage it's self you use the images and stuff from your graphical layout design to peice together the HTML codes and make a nice layout.

    For guides on Graphics and Coding you can browse some of the listed sites below;

    W3schools personally never helped me remember any codes as i don't like it's layout of the tutorials "/

    While HTML goodies has step by step primers which teach you basic to not so basic to advanced and personally teach more stuff than W3schools like Perl and PHP and CGI scripts.

    DIV's might be a bit complicated if he doesn't know HTML then he should code a layout in tables at first.

    Divs dont really help the issue as in wider screen resolutions they stretch etc.. although you can use javascript to stop this. A layout is really just the design of your site and dosent nessacarilly have to be an image although they ussually are..
