Who can i steal from? I can't attack from guards because i need to be level 40.

Check the thieving guide to who you can steal from. At level one its only men and women (The lvl 2's).

Steal from man or women . There are lots at lumbridge . When ure lvl 5 , steal from bread stall , when ure lvl 20 or something cant remember steal from silk stall

When you're level 5, steal A LOT OF CAKES from one of the Ardougne stalls, they come in handy
