I barely know, but it is when a site pays for it. Basically, it is for example uploading an image, that site uses bandwidth when it is seen by the Habbo Public, when another site steals it, like in this case, they are wasting the site it is hosted on's bandwidth and so on. Not really a dumb question, because I barely know.

if you placed a 1MB image on your site and 100 people looked at it, you would have used 100MB bandwidth.

if you place links to other people's images on your site, instead of putting them on your site so that you don't use bandwidth, then you are stealing bandwidth.
