Coded, Sliced, Expandable Layout for Sygon-Hosting

I can code in HTML, CSS etc, but time is of the essence this festive period, so I would appreciate it if someone could code a layout for me

This is what I require:
~ Expandable
~ Horizontal Align = center
~ Verticle Align = top
~ Height = 100%
~ No CSS is required
~ HTML coding

I can give you a 1GB hosting on Sygon-Hosting and a custom made layout in GIF form from me for this layout being coded
