With someone else, you mean not online? Or online?
Not online, your PSP transmits a wireless thingy that connects you with another PSP gaming system. If you have the same game as them, or not in some cases.

You also have a button on the left of the console [looks similar to the power] push it up to play other people

or can i play people all over the globe?

If you just want to play normal wireless with your friends, like across the room from you, you dont need the internet.
But if you want to play people across the globe then you'll need a wireless router/internet.
