They make accounts on the shared intranet server, if you search names like 'Becs' and 'GlitterKat' you'll probably find they were on a couple of years ago, too.

When a new Hotel is opened, the servers are from old hotels. So for example, Habbo PT's one was taken from Habbo Canada, (search Becs).

Also, this would stop people from saying "Im Jibbi! Give me all your furni or ill ban you!"
