Unfortunately phpBB is not as complex as, lets say vBulletin, in features. I think that you will need mods to do most of those. I'm not huge on phpBB, but I think that you can make a sort of usergroups through the Admin CP, although I'm not quite sure.
You will probably need to install mods to get these features to work. www.phpbb.com and www.phpbbhacks.com are great!
Sorry I can't be more of a help... maybe someone else has more experience then me.
