That's just a lie. A ghetto is any area within a larger area that is hugely diverse to the rest of it. For example, If you had a town/city with a largely white population, and there was a street or estate which housed just about all of the black population of the town, that street or estate would be ghetto. In the same way, if you went to a place in Chinatown where there was a group of whites living close together, that area would be ghetto.

technicaly speaking, its where an minorty of the population becomes segrigated from the mainstream, the run down ideas are mainly just steriotypes brought on by the american big citie gettos, where prelonged raceism issues america has to this day failed to tackle properly have lead to a segrigartion of large groups, predomanlty of "black" americans. These arias are typicaly quite run down, and have built up a sub culture (an obvios side effect of being cut off from the mainstream culture) which has also inhreited the name getto.
