check that site out, that's some random dude whos been playing rs since classic... and I think he quit, and he made a site about all the stuff he did in runescape, like drop partys... I doubt party hats and christmas crackers etc.. were worth much then so therefore they dropped them..

The screenshot is not a private server it is on the OFFICIAL RS2 Beta worlds, which Jagex launched a couple of month before RS2 was released but the beta worlds were for members only, these were so people can find bugs to fix them,
