Well i think it is...

make a folder on ur desktop called public_html, put all the files in, zip it, go into cpanel delete the puiblic html folder empty it upload the zipped versiopn of public_html on ur desktop then unzip it.

Don't have the extention as .php, unless you're actually using PHP (I'm assuming you're not). Make it end in .htm (or .html).
