Actually, this isnt only a rumor but is infact somewhat true.
A friend pointed out that GTA1 was set in Vice City, although they didnt call it that. GTA2 was San Andreas based. What was GTA3? Yep, Liberty City.
Also, in the end of GTA:SA you go TO Liberty City to do a short mission for the one and only Tommy Verceti. Would make sense, wouldnt it?

The next GTA is too be set in Liberty City.
GTA: PSP has been confirmed too be set in Liberty City. Most likely focussing on CJ's life before San Andreas.
However details of GTA: 4 havn't been released

I still belive it will be set in UK most probably London, keeping in line with the old series.

I think london would be a great idea because its kinda original for that type of game

It has been CONFIRMED that the next GTA game will be set in Liberty City. The next game is GTA: PSP which is set too be released on April 15th
