I made a job application form for my website atlast.But when I tried it out,all I got was an E-mail with the information I had given in.
How can I give peole the rights to delete and write stuff on my site?

Its like a News Reporter,they can write stuff on Site without owning it.How can I let people who apply do that?

You would need php, then you simply make a php code that reads and writes data to and from a few files.
Then you give them the pass needed to run it.

it could aslo be done in perl or asp, but i dont know those to landgwages
