Default Need Help - Being Weird

Right, using cute, smart and core ftp i have tried c'hmodding files and this comes up on the log
    SITE CHMOD 777 home.php
500 'SITE CHMOD 777 home.php': command not understood.
I do believe 500 is an internal server error but i've tried on differant hosting and exactly the same
