Yeah I know it sounds ridiculous.. Maybe they can't 'look' up but they can tilt their head?

They cant look up, I just tested with my dog, they can look up but only with their eyes. They can't lift their head up as the back of the head is stopped by their neck, but this is if you ment look straight up as in:
