Yes it is. Its neat, tidy, and isnt Red, Green etc is it? Its clean. Tech is mostly clean. Your layouts arnt clean. Ive seen some that have huge green and red navigation. That isnt tech or clean, yet you say they are :S

I agree, it's not clean, and it doesn't look like a hosting layouts. Either of the two you posted in the other thread don't look like hosting layouts either.
I gotta admit, i'm not a big fan of DanMB's hosting layout and not sure whether that's classed as clean or not, but your's is not.
7/10, if you altered it a bit, it would be great for a clan site.
