Layout Coding.

I'm creating a website, and would like my layout coded.

Obviously the text, 'IMAGE' would actually be replaced with an image.
I would like the navigation box to a page of it's own (so I only have to edit one page)
I would like the content box the same.
The small area at the bottom, I would like to use that as a text box so I can place a marquee inside of it.
I would also like the banner section easily modifyable so I can easily replace the banner.

I was wondering who can code layouts, and also if they could quote me a price.

I have found a coder who accepts paypal, but if anyone plays Habbo, I would prefer it- as I no longer play it and have no need for the stuff on it.

I'm willing to give a pair of those imperial teleport things to anyone that can code it with iframes.
