Yeah, I seen that weird glitch..is there a way to do it? Or is it a glitchy glitch?

I don't think it was closed because of the Ball itself, otherwise the pet room in the furni shopping centre would be closed down too. The CFH was probably either being abused by Habbo's asking what was going on, or there was maybe troublesome Habbo's in there and Hobba's were getting a lot of call's to the room.
