He is not a moderator; moderators are only able to add Hotel staff (MODs and office staff) onto their consoles. All moderators also have the 'MOD-' prefix before their name, along with a 'Habbo Staff' badge. Plus, he certainly doesn't have the right attitude for a moderator.

Nope, not true. There main accounts are just chillout accounts for whenever they want to play Habbo. The accounts have no badge at all other than HC (if they've bought it).

I doubt he's a moderator anyways, ask him for his mod name or just view his Habbo home
