Dont you need a licence to host a radio station or is just if you make money?
I don't think so. Aslong as you have brought shoutcast hosting they should hold all of the licences. It is much easer to find a radio station you are interested in and apply to join e.g HxLive (when the DJ apps open again).

HxL buys their radio from a re/seller. For this re/seller to be able to sell us SHOUTCast Servers, they must have bought a main server. Once they buy this main server, they automatically are licensed.

2009: LEFT ; Guest DJ
That's only if you broadcast via radio waves, over the internet doesn't count. You can't just start broadcasting at 102.4 Habbox FM for example, because other companies might own the 102.4 FM channel in that area.
