Haha, its kinda hard to explain. it's a statement or proposition that seems self-contradictory or absurd but in reality expresses a possible truth--to quote Dictionary.com.

Like this is the most common refference:

How is that possible? Because if that sentence actually is false, that would make it true. And if it is true, that would mean it's a false sentence.
