It says somewhere that it can kill. It will be used on a more smaller level so that it only scares a crowd, even though that's bad, because they won't know what to do.

Think about the war in iraq - If they hadnt butted in there would be no need for this weapon - Which is not ment to be harmeless although it makes the opponent feel like there on fire - Which to me sounds like PAIN.

Worlds finests? There about as bad as any other country. Infact, worse. A pointless war, that ended up with more blood spilled than the former dictator ever spilled in his reign. Weapons of Mass Destruction which never existed, they missled a UN convoy, which had the UN flag flying. Most Americans believe Australia is North and South Korea.
