same where i live.
they stopped 2 kids at lunch time a few days ago to take their names and stuff but the kids just ran and the police didn't bother to go after them.
so it's probably an empty threat in our case.

they're mainly just charging college people here, apparently it's something like if you're under 16 you don't have to pay.
