Bascially I know quite a few movies so a mate asked me if I new this movie title and I can't think of it and its toying with my head cause Iwant to know what it is..

It's a film about a peeping tom that is spying on his whole apartment block with a series of cameras then this blond moves into an apratment and discovers what hes doing and appartly she falls in love with him or somit anyway..

I dont know the lead actor but he looks like a younger version of Bill Pullman with that slick back hair look.
