i am using phpBB
OK, say I have a category called Games, and in that category I have a forum called Console Games, How would I make a forum inside the Console Games forum?

Unfortunately one of the biggest flaws in phpBB is that you need a mod to do this.
I would send you a link to a mod called 'Simple Subforums' but phpBB is down.

well phpbb3 has them so you can maybe wait for it to come ot as RC1
