I think hiring people through post reports is much better for a couple of reasons.You should open applications:

1. It shows the person is noticing rule breaking and is trying to do something about it (something a moderator has to be able to do).
2. It increases the number of people reporting posts meaning it helps current smods and mods with their job.
3. It saves a lot of time. If I open applications for 24 hours only, I will get about 50 apps. And then about 10 asking when the next apps will open and about 5 sending theres in late.
4. Its much easier to have a flow of people being hired instead of having to hire so many at once (ie 5 or more at once). Theres little point in opening apps if I am only after a few moderators.
I hope that explains it a bit.
