Yes but it will still be a problem for him..
No it wont.
The swears file is grabbed from my server.
Why not make it, so a user adds a new swear word to the filter, it adds it too a list with its status as new, then every so often the admins of the panel can go on and see the new swear words added, and then they can simply click accept and deny and if it is accepted its added to their panel? (the people who submit it will auto have it on their panel)

Not really.
Users panel
Submit swear word
Submits swear word
Comes up on a text file on simons server, with a link to the panel that added it
Other persons panel
View swearwords
Comes up with new ones
Click on accept
Adds their link of the panel to the list do they dont get it again
The swear filter for each panel then looks for the words they have got
E.g, on the file it might look like
mydad, http://www.whatever.co.uk/powerpanel/index.php, http://www.ok.co.uk/powerpanel/index.php;
hello, http://www.whatever.co.uk/powerpanel/index.php, http://www.ok.co.uk/powerpanel/index.php;

I dont see the use in having a remote swear word list. Since certain people will want different levels of parsing etc so why not just allow the user to manage their own list.
