Should Members below Silver be able to -Rep

The FM said it was okay to have a poll about this. It has been suggested that any member who is less than silver would not be able to give -Reputation.
Please vote yes they should be able to give -Rep or no they should not be able to give -Rep

no. -rep shouldn't be disabled for anybody, everybody has the honest right to disagree with somebody's opinion.
i said my main piece in the other thread, but basically if you don't earn -rep, you won't have to complain when you get it? comprende?

EDIT - i totally voted for the wrong option on the poll. i thought the question was "should -rep be disabled" not "should silver be allowed" SO LOL, i mean rep shouldn't be disabled & below silver should be able to -rep.

Everyone should be able to -rep. What if people only post in spam forum and there posts dont increase? Therefore it might be longer for them to get silver stars?
