Here why you can`t get a 99
Attack,str,def,hp,mage,range require too much patient for you to do it the normal way and pc is too hard for you

Prayer,cooking,fming,herblore,smithing,farming,cra fting,cons cost money to train effectively and your too tight to spend anything.

Mining,slayer,woodcut,fishing,runecraft,hunter,agi lity,theiving would all take more than a day and seeing as thats as long as you seem to be willing to train a skill then you will never be able to get them.

Then last but not least fletching
You can`t get fletching because even though it requires hardly any effort and cost nothing you can`t get it 'cos yew logs are priced to high awwww

So you make 20k per 1k bows =l
Still profit but meh little profit

Your right it would take years. But you can make money off runes that you can craft with normal ess. As you can craft more with just 1 ess. Even airs can make good money when you can make 4 or 5 per ess . Plus the cape does look pretty neat.
