Go to the Resolution center then click near bottom File a claim. It can take up to 20 buisness days. if he hasnt refunded withhin then paypal will put his account is negative balance and will call a collecting agency such as NCO finincial and they will contact him and harras him until he pays paypal because they payed your money back and that can lead to a law suit. Ive brought someone to court for this once.
