How do you do the lighting? :S I only can think of two ways:
You used a lighting effect.
You did it all on paint - I wouldnt belive it ^^

I don't use a lighting effect, I use a fading cascade effect that you can use with paint, I only learned how to do it recently, and its pretty crap to be honast :rolleyes:

I import my image to the program and build up a light effect using circles which start off transparent, and grow increasing more opaque with every circle
