I'm looking for a small system that will allow users to be added to a panel, and if their rank is Events Staff, then they can request for events to be put on the page. It goes to a special admin page when they fill in the info, and then an admin has to choose whether to accept or decline this events proposal.

If anyone could help out, that would be great. It just needs to be simple, I can customize it etc.
