I think we've had this sort of idea before, it's usually rejected because it'll turn into a popularity contest, so people don't truly take into account who is the funniest, the smartest, whatever category you eventually choose, and just go for their friends (or people they prefer anyway), or people persuade others to vote for them.
it's a lost cause sometimes! But you can usually run your own for fun in the Spam forum.
