Let users submit rants and articles into categories which are accepted/denied by moderators.

Maybe have categories for gadgets, politics, music, etc.

Hrm, I was planning something like that,
Categories, for certain rants, staff would submit there rants,
people could comment etc,
Thing is I SUCK at php.
