firstly, isnt this in the wrong subforum?
hobbas do help, kind of, they dont actually have to go to the room, they can solve problems by checking chat logs, or if the call for help is not as important as another they prioritise.

One way you can tell is if you go to a scammers room, call for help, and you will see the scammer leave.

Have you ever though that person had just been banned? think twice before calling habbos, they do alot.
