It's called the Amani War Bear which is awarded after completing the time event challenge in Zul'Aman which is to kill all 4 avatars within a total of 45 minutes. I'm not sure if killing 1 boss will unlock the first chest and 2 the second within the time but that seems to make sense to me. More information about the Zul'Aman timed events can be found here.

And believe me, just doing that is bloody hard. My full BT geared guild have a bloody hard time making that timer, even fully flasked.
