It's a glitch then. Staff have turned off trade on purpose, and the trade is just blanked out as if it were disabled by the room category.

The word about Finch's forum is that the USA had it disabled so that it would make it easier to re-cover all the lost credits and furni from his ''hacking''.
On his forum he created a thread, all members who posted in it got free credits. I'm not sure why they would have disabled this on the UK hotel, I wasn't aware that he compromised any staff on the UK.
