I was looking for a shoutcast earlier and a small one with 20 Listeners and 24KBPS with Auto DJ was like £28. So I doubt you will get one for 4 HC's

Automatic DJ systems are very rare to come across (Cheap ones). I'd suggest just seting up a auto DJ you're self.

You need to pay monthly for a shoutcast server.

SHOUTcast hosts charge a lot for auto DJs because they tend to use a lot of RAM, bandwidth and increase the server load. A lot of the time, they are never listened to, which means they are WASTING the ram, bandwidth etc.. You will definitely not get a reliable shoutcast with an auto dj for 4 HCs.
