    hitzradio IS very popular.

The more popular ones have little speaking, lots of good quality music and are generally based around one genre. Anything on the top few pages of shoutcast.com are very popular.

I'm gonna be getting a spot on http://reachonair.com/ when it launches I hope.

untill it got shut down by the internet police, for issues with royalties etc, nonstopdvr was very popular, and it lived up to its name, in the entire time it was running there wasnt a second of downtime, they had music playing 24/7 as well as some great presenters.

the best part about it was that it had streams for both broadband and dialup users, so no matter what speed your internet connection is, you were always able to listen

Just make sure its quality- and make that known. Hire only the best, and play only the best. Have shows for different ages, etc.
People will only tune into a show if it has things to offer that they can't get by clicking windows media player themselves.

Every website has potential. Any website can get millions of listeners is just the way the site has to attract the listeners. Its like a bee and a bee's nest. If the bee has no honey (i think thats what is init, god knows) then the bee wont go there.. but if it did then it would. so what a site needs, is honey.
