no, as in grab onto the back.
I think you can only grab onto it on selected missions.. people can grab onto your car and stuff when you nick it they will be dragged along, but i dont think u can do it to them

i hung off the side of a secutiry truck.
You gotta jump onto it so you're hanging, when it takes off you should move along with it.
You'll fall off very quickly though.
