I think for the news department they should have their own section to post the news they publish onto the site into the forum aswell so people can be kept up to date with the news in a proffessional, detailed manner!

All the news staff have to do is copy and paste what they have published on Habbox.com onto the forum.

I think it would just make the forum look very ott with the amount of forums
I don't accept pm's, instead leave a message on my profile aka vistor message thing.
