I'm not sure if you've tried this, but open up network connections, and right click on Realtek fast ethernet PCI-E, and select properties. On the scrolling list select Internet Protocol TCP/IPv4. Fill it out as follows:

Check off "Use the following IP address:"
    IP address: 192.168.2.115
    subnet: 255.255.255.0
    Default Gateway: 192.168.2.1

Use the following DNS server checked
    Preferred DNS Server: 192.168.2.1
    Alternate DNS Server leave blank.

I've told you to set a manual IP address (static IP) as well as to define your own DNS information. On Vista you could have just set the DNS server without the static IP, but I recommend using the static IP address too.

If the above doesn't work, open up internet explorer, can you access http://192.168.2.1 ?

Also, some applications have a habbit of causing these symtoms, I suggest you try a system restore if all else fails (start > programs > accessories > system tools > system restore)
I'm not crazy, ask my toaster.

Hosting would be a sub-product of an ISP..

Login to your router -> Restore to factory settings -> Set everything to get dynamically from ISP -> Enter your ISP credentials (if required)

If that hasn't worked, get your

primary and secondary DNS IP's from your ISP (Phone them)

If your internet is still not working, then contact your ISP.
