the new drop party area is east falador
also grand exchange works by u can buy or sell items at a fair price so u dont get scammed
this can be found north or varrocks west bank
but u will need to do the tutorial 1stCrag's motto: "If death was near, I would Sweet Chin Music It"

sure is and its a great way to make money for junk.... i sold 2500 cheeses and made 250k or summert like that =]
