You should always assume to worst, so you're always on alert but in situtations like this, you need to be careful, because if you report this man, the police won't stop until they track him down, and even if he is innocent, he could be fined or whatever because they want to crack down on this sort of thing because what he did could be seen as pedophilic (word?) but it's not certain. So telling the police could be the wrong move, but if you do see this man again, it's best to tell the police, but only if he is acting suspicious etc. I'm sure you are aware of all signs of if someone is dangerous etc.

There is no reason to panic in a silly situation like this. Yes it might be frightening, but you can't jump to conclusions all the time. Especially in these types of sitations, you should have stayed calm and tried to get a good glimpse of the guys face. As SugarBabyRach said, a smart thing would have been to get his number/license plate. Then you could have reported it to the police if you feel THAT threatened.
