21 has been abolished for about 20 years and R has never been in existence in the UK, it's in the USA, where you have to be 18+ or accompanied by an adult to view the film. You can be accompanied by an adult with any rating in the USA if you're not old enough.
The most "extreme" rating in the UK is X, which is what garners pornography.
